]]>The announcement comes on the heels of last month’s announcement of the CMB Group 86 project receiving I-956F approval in less than five months. As with the CMB Group 86 project, a limited number of units remain available for subscription in this I-956F approved EB-5 partnership.
“It’s encouraging to see continued quick I-956F approvals for our projects in targeted employment areas,” said Noreen Hogan, President at CMB “These fast processing times are exciting for us but, most importantly, exciting for our investors, who are one major step closer to achieving permanent residency in the United States.”’
Located within the Dallas-Fort Worth metroplex, the Hillwood Treeline project represents a master-planned community of 2,500 homes. Spanning 800 acres and nestled amongst multiple treelines of mature oaks, the project draws inspiration from the natural setting to create a unique resident experience, with amenities such as multiple parks and themed treehouses.
The approval represents the ninth CMB EB-5 partnership to achieve an I-956F approval under the EB-5 Reform and Integrity Act of 2022 (RIA) and allows for Group 90 investors’ I-526E petitions to be immediately adjudicated by the USCIS. Previously approved partnerships include:

]]>CMB Group 91: DTW Air Cargo provided $79.2 Million in financing for the construction of a 302,600 square foot air cargo facility (including various support facilities) at the Detroit Wayne County Metropolitan Airport (DTW). DTW is one of the world’s largest air transportation hubs with more than 1,100 flights per day to and from four continents. The facility will be utilized by a Fortune 500 major air cargo operator. Hillwood Development Company served as the borrower and project developer for the project.
The Group 91 EB-5 investment is now fully subscribed and qualified under the ‘High Unemployment’ set-aside category implemented by the EB-5 Reform and Integrity Act of 2022 (RIA). The approval of this EB-5 investment partnership in under 5 months provides some insight into the way the USCIS is prioritizing the various set-aside categories. This ‘High Unemployment’ investment’s adjudication time rivals some of the fastest processing we have seen, in even the ‘Rural’ category.
This quick adjudication is an important consideration for prospective investors weighing the financial risks of ‘Rural’ EB-5 opportunities against the potential for faster processing. The location of a real estate development, (in particular projects in rural areas) has a significant impact on the financial risk for investors. Whether ‘Rural’ or ‘High Unemployment’, CMB holds its projects to the same standards and will only offer EB-5 projects that balance the inherent financial risks of the investment with the potential for priority processing as introduced by the RIA in 2022.

]]>This project financed the construction of two logistics facilities on the site of the old Michigan State Fairgrounds in Detroit, MI. One facility (Parcel A) was constructed as a build-to-suit warehouse for Target.com, who is number 37 on the list of Fortune 500 companies. The second facility (Parcel B) is a speculative Class A warehouse, which is currently being marketed to multiple prospective tenants. Construction on both locations is nearing completion.
The Group 88 project underscores the transformative potential of EB-5 investments. By repurposing the old Michigan State Fairgrounds into modern logistics facilities, this initiative not only revitalizes a historically significant site, but also drives economic growth in the Detroit area. The creation of these state-of-the-art warehouses generates substantial employment opportunities and stimulates local business activities.
This marks the fifth CMB EB-5 partnership to achieve an I-956F approval under the EB-5 Reform and Integrity Act of 2022 (RIA). CMB has filed a total of 10 I-956F petitions since the RIA was passed, five of which have been adjudicated and approved by the USCIS. Previously approved partnerships were:

CMB Group 81 – Inland Empire Industrial

All five of these I-956F approved EB-5 partnerships were undertaken in partnership with Hillwood Development Group. After 41 EB-5 partnerships, CMB and Hillwood together represent the most successful lender-borrower relationship in the industry (32 partnerships with project approvals from the USCIS, 19 partnerships with I-829 approvals, and over $526 Million in loan repayment). CMB and Hillwood have been working together for over ten years, dating back to 2012.

]]>The above fee increases, in addition to others, were originally proposed in January 2023 through a notice of proposed rulemaking. Although this change has been controversial (with nearly 8,000 comments on the proposal), the USCIS did not adjust the EB-5-related amounts during or after the comment period.
This fee schedule will go into effect on April 1st, 2024. Any I-526E petition filed on or after that date will be subject to these increased filing fees.
The fee increases impact not only prospective investors. I-956 and I-956F petitions filed by prospective regional centers, and regional centers for each EB-5 investment partnership respectively will be increased to $47,695 (from $17,795).
CMB currently has two EB-5 investment opportunities available:
CMB Group 90 – Hillwood Treeline
CMB Group 91 – Hillwood DTW Air Cargo
Both of these EB-5 partnerships have units available. Group 90 already has an I-956F petition on file with the USCIS and investors can file their I-526E immediately. The Group 91 petition will be filed in the very near future and investors interested will be able to file their I-526E petition prior to the fee increase.
